Is that a reboot?
I thought they were going for a prequel, but judging by Kobin and Kestrel (both alive) as well as numerous mentions of events of Double Agent and conviction, this has to be a reboot, seeing that Sam looks younger then he did during those events.
Gotta say I'm happy with how it turned out.

Reboot? Nope. Its a direct sequel to Conviction (which i might add assumes that The 3rd echelon coop player "archer" dies and the other one "kestrel" is comatose. No reboot/prequel here.

No, not that i remember. Im pretty sure he let him go. Or at least just beat him up and left him to be destroyed with the HQ, which he escaped

Hm, checked that, you are right.
I guess Sam looking to young made me believe that this events were preceding Conviction.

Yeh he does look a little less gritty in this one. Though he does look pretty young in conviction in some parts when he really shouldnt.

This was confirmed in Conviction itself when you play through Kobin's mansion and archers body is in a body bag on the floor.
