It's a nvidia driver problem! There no game profile in nvidia driver!! WTF!
To fix the ending bug create a profile( Tom Clancy's Splinter Cell Blacklist ) in nvidia ispector and set:
-Ambient occlusion compatibility dragon ange 2
-Fps limiter to 60 (over may can break some cutscenes)
I finish the game in ultra quality , 1920x1080 60hz in full screen windowed.
To "Mig": 60 fps on PC is ♥♥♥♥ , tearing which looks like lagging or annoying input lag.
Trying to play this game with my friend.
and when I send him an invitation after he accepts it nothing happens. No errors or messages. It simply shows nothing.
Can you help me with this?
The ending doesn't bug when I play in window mode but in full screen mode it does
Update:
After many many tries, I was able to reproduce the bug, and affectively fix it, and it is simply by setting the game's "DirectX" to "DX9", then restart it, afterwards, make sure that "V-Sync" is set to "On", if you set it to Off, the issue will still occur.

TL;DR VERSION:
I let the post mission summary play (didn't skip it) and when it finished, I didn't click continue right away. I let the game save, and then give it a little more seconds. After that clicked continue and the cutscene played fine.
LONG VERSION:
I started seeing the SMI and the big screen in front of it. Then started hearing the characters talking while the big screen goes offline, the it came bak online right when Grim says that their making it official, After that, from Vic entering the interrogation room til the post credits cutscene, everything played fine.
At first I thought there was no problem, because of the way coincidently the screen came online during the official thing. However, I went to youtube to make sure and discovered that it was not right.
Tried again, and this time had no cutscene whatoever. However, this time I skiped all the post mission summary, and clicked continue right after it became available.
Tried once again, and this time skip the post mission summary, but didn't click continue right away. Saw that the gaming was saving and let it saved first. Result: had the same problem I initially had. That's when I thought that it might be a time thing.
Final try: Didn't skip the post mission summary, didn't click continue right away and even gave it a few more seconds. Result: the cutscene played fine.
None of the other things worked: changing AA, DX11 to DX9, etc.
If anyone has the chance to try the same thing as me and see if it works, would be great.

I am not sure if this helped my successful outcome, but my "Splinter Cell: Blacklist" profile in NVIDIA Profile Inspector 2.13 - GeForce 461.37 has the following applications included: 1) blacklist_dx11.exe , 2) blacklist_dx11_game.exe , 3) blacklist.exe , 4) blacklist_game.exe , and 5) blacklist_dx11r.exe . To find this in NVIDIA Profile Inspector, select the 7th icon (the one with the small red "x") when you have the profile: "Splinter Cell: Blacklist".
