Low FPS problems
So, not to beat a dead horse, but it appears this game is very poorly optimized.

Is anyone else playing on a good machine (965 at 4.0 ghz, HD 7950, 8 gigs of ram, 750w psu for me) and getting between 25---50ish fps on ultra with shadows down to high to spare the cpu a bit? This is an absurd fps for this computer. Anyone run into this/have any fixes/is Ubi aware of it?

one thing I did to improve performance SLIGHTLY: change priority in task manager to high (gave me an extra 5-10ist frames on average).

Other graphical settings seem to have little to no effect. Except moving the ssbao up at all drops it immediately down to like 16 fps. sigh.

die-hard splinter cell fan here...it's a shame to be let down like this with a poorly optimized game.

Try to alt+tab or alt+enter your game and then back to game again see if it improves fps for you!
i get around 22-25 fps at ULTRA setting with only anti-aliasing on FXAA and when i do this i get 30 fps locked with v-sync ON and 35-40 fps with v-sync off.(at high-render locations).

I run it on an MSI gaming laptop. Runs pretty decent after updating to the nvidia 326.80 beta drivers. I also turned AO and shadows down a notch.
I also found that turning vsync off in-game and forcing it on in control panel helped a bit

I am still having issues with this, it doesn't matter if its low settings or ultra, I get an average of 26fps.

I have the beta drivers 326.80 and it didn't do too much.

My processor isn't the best, but the 660 can get most games to peg at 60 when I tweak various settings in different games.

When I first started the game up I maxed everything out, was only getting 45-47 Fps when I was in the airplane(main menu), went into the settings lowered the AA to FXAA rather than it being at TXAA x4, gained almost 40fps, it started running at 80-86Fps, soo uhh...try changing that.

I would like to mention that after the update to 1.02, I now get a really consistent framerate on ultra with my 660gtx and AMD 955BE. Between 50-57fps, doesn't touch 60 sadly.

This was during the LNG mission, I imagine thats pretty heavy on rendering.

i dont have any probs since the new update ...
dragondagoth 9 SEP 2013 a las 9:27
System:
AMD FX 8150 running at 4.4 ghz
16 gigs of ram @1600mhz
2 6870HD Asus video cards
Windows 8 pro 64x

Game runs flawlessly when I initially run it, cards are on crossfire. After I get killed, caught or something happens on a level where I have to repeat, the game runs very sluggish, like I am getting a sluggish 20 to 30 frames. I am going to disable crossfire, after reading the above comments; I totally forgot that some games on Crossfire, and SLI stutter and have frame rate issues when enabled. I will post back and inform users here if it changes anything.

*Edit*

After shutting off Crossfire the game works flawlessly, thank you Gossi for that reminder to shut off Crossfire (I know you stated SLI but the sentiments are the same).

*Edit II*

I forgot to mention that everything is on Ultra, 1080p etc.

Its been working great for me (i use a 120hz monitor).

LIke said earlier in the thread, lcd monitors are the same tech, some sizes are both marketed as a monitor or tv screen and you should have no trouble splinter cell. To the one that had problems with display. What is your HDCP status? It will be in your nvidia or catalyst control panel.

HERE'S HOW TO FIX FPS PROBLEM-
I was only getting 30 fps and tried everything to raise it. I even dropped from Ultra setting to Medium and still was getting around 30 fps. I also tried changing the settings in Nvida Control panel and it helped a little, but, the only way to raise the frame rate is in the game. Simply turn down or turn off 3 things. Dynamic Occulion , Tessellation, and parallax occlusion. These three items are taking alot of frames to run. I went from 30 to now running around 70, and the graphics still look really good. Not quite as shiny and bright and detailed as before, but still, really good, in Ultra, and everything is moving much better. I do have the patch and it did nothing for this.

I have Amd Phenom 960T Black with 6 cores running, 8 gbs. ram, and Nvidia 560 gpu. This is the first time I have had to do this. This game is real hungry for power! Feed it or drop some of the flash.

I found the reason, finally
C:\Users\"USER"\Documents\Ubisoft\Blacklist\videoSettings.ini
Open this file, look for the line with the name "Occlusion_Off = 2", set =0. This setting give me +30-50 fps, good luck.

P.S Sorry for my English

I'm having the same problem......although I'm not so sure if it's a problem with the game or my hardware, because in Batman Origins and Assassin's Creed III I'm experiencing framedrops too....it gets to 20 something.....on the other hand, Tomb Raider works perfect on ultra. I have the latest nvidia drivers installed. My specs are:

AMD FX 8150 3.6GHz
Gigabyte GTX 770 OC 4GB
8GB RAM
Asus M5A88-M motherboard
OCZ StealthXStream 2 600W PSU

My games are installed on an external HD, but I've heard it doesn't make much difference.........does it?
