Low FPS problems
So, not to beat a dead horse, but it appears this game is very poorly optimized.

Is anyone else playing on a good machine (965 at 4.0 ghz, HD 7950, 8 gigs of ram, 750w psu for me) and getting between 25---50ish fps on ultra with shadows down to high to spare the cpu a bit? This is an absurd fps for this computer. Anyone run into this/have any fixes/is Ubi aware of it?

one thing I did to improve performance SLIGHTLY: change priority in task manager to high (gave me an extra 5-10ist frames on average).

Other graphical settings seem to have little to no effect. Except moving the ssbao up at all drops it immediately down to like 16 fps. sigh.

die-hard splinter cell fan here...it's a shame to be let down like this with a poorly optimized game.

Are you running on a laptop? I noticed the game went for my Intel Integraded Graphics chip 4800, I went into my Nvidia Control Panel and changed to strictly the GTX780M card and boom Icould play on full settings. I would make sure the game is not chossing your integrated chipset. Also disable SLI or Crossfire and use 1 card if possible.

time to upgrade that cpu an intell i5 3570k would destroy this game

I had the same thing happen to me fraps was showing 30 fps then after i bumped the graphics to ultra I'm getting around a 100 fps so i don't know what happened but it seems like it wants to use the integrated GPU

I5 3570k @ 4.3 ghz
8gb of ram
gtx 770
Yep, terribly optimised game. I have to play on medium with tesselation turned off to get 60 fps and my PC still sounds like a vacuum cleaner. Don't have this problem with other games. Even Crysis 3 wasn't this demanding, which is absolutely ridiculous. I can play most games on high and get 60 fps no problem. They released a patch, but it didn't do ♥♥♥♥. Not for me anyway.

i5 2500 @ 3.30 GHz
8 gb of ram
GTX 560 Ti

Turn off 3D in Nvidia options. Also SLI. I've got a 660 and get 60fps here.

there has been a patch for the non steam version of the game which optimizes a little bit (specially for multi gpu systems), I patched my uplay version and it's a bit better but still not acceptable

Wow, thats low, there must be system trouble somewhere because my game is flawless at 60 fps with adaptive vsync forced with NVInspector and i'm on a GTX580 with 2500k, so reasonably similar to your rig, you should be easily 10%-20% faster than me!

I have Ultra preset running, so everything maxed with FXAA.

Make sure you have the SSAA turned off as that ruins video cards, I really have no idea what card could run with that stuff enabled.

MSI GTX 770 Gaming
Intel i5-2500k @ 4.50GHz
8GB DDR3 1333MHz RAM

I get 60fps on 'Medium' settings but get 100% CPU usage constantly and roughly 50% GPU usage. 'High' gives 30fps at best

I think your problem is that it has chosen the integrated graphics on your processor. Go to Nvidia Control Panel -> Manage 3D Settings -> Add Blacklist_dx11.exe and then change "Use global setting (Auto-select: Integrated)" to High-performance NVIDIA processor"

This boosted my performance by miles.

Before this I had 30 FPS on low and after I changed it I got 75 fps with all maxed out.

GTX 680 EVGA
16GB ram 1600 MHz

i had same problem while running Splinter Cell - Blacklist, my FPS dropped way too low. Amazingly dude, no lie, it is definitely adware on your Rig(pc). notice if when you use your browser you tend to get another page open on it's own, or pop ups, or new "tab" in browser. weird, i know. find a copy of "SPYBOT-SEARCH AND DESTROY" and it will find your problem. delete the threats, reboot, and play Splinter Cell, yeap, you are welcome...the name is LEFDAWG. if you do not trust spybot, ask your browser what is the best adware out there and it will tell you "spybot", really dude. i used the free version and it did not work for me, but wait, still free if you go to The Pirate..., you know the rest i hope.

i figured this out on my own, LEFDAWG.
