Also, preloading is an option of the Developer/Publisher. It's not up to Valve/Steam, they just provide the CDN to the clients. This was Ubi's call as far as a preload goes.
Oh, and it's It's 2PM EST, not 1PM
It's still BS for the launch time for Eastern.... Steam should have time zone-based servers so Eastern Time, Central Time and Pacific time all have the same exact launch times no matter what timezone a gamer is in.
I know preloading is an option given to the developer/publisher, I said that Steam should make preloading a REQUIREMENT to the publisher/developer if the game is over a certain size GB-wise. Why have a feature that would make it easier for gamers who have poor internet connection speeds to download the game and play it at launch as a optional feature???
Well why isn't that for all Steam-released games then???

Completely agree with this statement. It should be available at Midnight Eastern Time for me.
What is up with these different release dates for a highly-anticipated title such as this one??? Has Ubisoft still have not discovered the concept of a simultaneous worldwide release yet???
In my opinion, it is VERY frustrating, even angering that we as gamers, help fund the development of these games but we have absolutely no say or very little say in how they are released.
Beleive it or not you do have a lot of power, however that power only manifests itself if you can convice a majority of your fellow gamers to NOT purchase a specific title and with very specific reasons as to why. Good luck with that.
