Every mission is possible to pass succesfully through ! The developers played every single mission in this game more than once, without any " cheats " . If humans passed these kind of missions before, it is possible to pass them. You just need to think much more.
A little hint: Go for " Ghost playstyle ". Then you will see more success and also will not care much about weapon's damage and stuff like this. Because nothing in this game is more powerful than a good timed melee attack from behind and some shots with electro shock darts using the cross-bow.
I think opinions vary at this point !
However, the point about these heavy-infantry guys is correct. You are also right about the icendiary bullets. But I remember taking them out with ONE headshot using a Sniper rifle and/or assault rifle! I could be wrong.
I must say, I think that the idea with heavy-infantry is good, but it just does not make sense fighting some sort of " Talibans " in Afghan mountains using shields, wearing heavy gear and also having some sort of night vision wearing spec-ops as a reinforcement. This does not fit in the whole story at all ! These heavy-infantry guys are also a bit too heavy if you ask me. I mean, there is no kevlar helmet that can stop a 7.62 and even a 9 mm bullet from a distance of like 1 meter lol. This does not make any sense. It's like, you can't kill them with one shot but you can kill these heavy armored infantry guys with bare hands. Okay ?
However, despite me only having the game for about a week now and only really starting to play it about a day ago (just finished my second night play) the helmet/armoured guys really aren't a major concern for me.
The only Splinter Cell game I ever bothered to use sticky shockers was in Double Agent. In fact, in Conviction I never used anything else except a silenced pistol and sometimes my secondary weapon in rare occasions. Everything else was melee.
However in this game, I use distractions often, especially for the armoured guys so they turn around to look the other way while I shiv them in the neck. Or I'll use a vocal distraction, circle around and do the same.
Yeah there have been a number of checkpoint restarts for me but now that I have my stealth upgraded to the max, I can start to do the things I used to do in previous SC games.
I seem to be about 50/50 Ghost & Panther (more or less one or the other depending on the mission) and rarely get into firefights. Perhaps in my second play though I'll go a bit more combat, but for this type of game, doesn't seem as satisfying.
All I did was climb along the walls below the balcony areas to avoid the guys on the ground floor and those on the balcony. Wait for one or two to walk upstairs while marking them so I could track em, wait until they both walked past, climb over, kill both from behind, climb back over onto the wall again.
Then wait for another to do the same and repeat.
Then some would look over the balcony, then I would climb up quickly, grab them and toss them over to the ground below. An enemy would round the corner below and freak out over the body. He'd come and check it out, I then dropped onto him and then I quickly climbed back up onto the wall.
There were a couple of times they eventually spotted me, but I was able to flip over the balcony or drop to the ground and by the time anybody got to my position, I was hiding somewhere else..... Then rinse and repeat.
For the two HVT's, I had to take a few more risks but grabbed one at the top floor and subdued him in that elevator hole thing.... While the other guy was by the main entranceway. He was surrounded by several guys, I crouched straight in, took one guy out right in the open, the rest were alerted but it was near the left side where there was a lot of shadow and objects. They all ran to my last known location while I flanked around and grabbed the last HVT and took him to a quiet spot. The rest ended up in my above trap along the wall.
Granted I only had 30 seconds to spare after I captured the last HVT, but I did it..... Forced me to take that chance of course, but it worked.
To be perfectly honest, I found the first Dead Drop mission a hell of a lot harder than this one, mostly because it seemed there were far fewer areas of shadow to work with.... That and those stupid dogs.
The embassy missions are tough, especially since it means forgetting everything you know about playing Splinter Cell games. I'm sure you can ghost them if you take enough time, but there's a lot of risk there. I usually go for panther and just open combat if I mess up and they spot me.
For HVTs during the embassy missions the crossbow is your friend, fully upgraded with shocker and gas bolts. You can bag and tag HVTs once they're incapacitated, you don't have to grab them while they're conscious.
