I bought the Homeland Pack DLC and the confirmation email was misleading as it said it's automatically activated in the game. However, you need to manually redeem the key within the game. Here's how I did it:
1) Launch Uplay
2) Click on your username (top right hand corner) and go to "Account Information"
3) Click "My Games" then find the key for the DLC you're trying to play, hit "Copy" to copy it in your clipboard
4) Launch Blacklist
5) Once you're in Paladin pause the game
6) Go to Extras > Redeem Code > Paste the activation code and hit continue
7) Go to the SMI Map and the DLC should be loaded (Filter to 4E Mission so you can find them easily)
I believe this should also work for other DLCs for Blacklist.

This works for both Blacklist and Future Soldier games.
You're better than the Ubisoft support!!! They know nothing about this only tell me to clean the cache or reinstall the game!!!
And a plus for the Steam forum too!!! (Too sad, I have to go to the Steam forum to find the answer for a game on Ubisoft Connect, how pathetic.
