Based on what you've written I understand that Splinter Cell no longer works on your Windows 11?
If so, could you give us a bit more information on what happens when you are launching the game? Does it crash? If so, are there any error messages?( If possible, please attach a screenshot of such error)
What are your PC specs?
Is the game installed on the same drive as Ubisoft Connect and Steam?
I would recommend taking a look at one of our troubleshooting guides[ubi.li] and following any steps you may not have tried yet.

The game simply doesn't start when I click play, it just opens Ubisoft Conect and nothing else happens.
I already formatted Windows and updated the drivers, but that didn't work either.
I installed it on my two m2 nvme SSD drives, the problem only persists in ubisoft games.
My PC specs are:
Intel Core i9 14900K
RTX 4090 Zotac Extreme AIRO
32GB DDR5 Corsair
SSD m2 nvme Corsair
Asus Rog Strix Z790H motherboard
