Report a translation problem
Please try the following steps to resolve the problem, as it may fix your issue.
1. Navigate to the Splinter Cell Blacklist folder:
C:\Program Files (x86)\Steam\SteamApps\common\Tom Clancy's Splinter Cell Blacklist
2. Locate Blacklist_Launcher.exe
a. Right Click and select properties
b. In the compatibility tab select the option to run as admin
3. Follow steps a & b for Blacklist_Launcher d3d11.exe
4. Create a shortcut on your desktop for whichever version you want to use.
5. Right click on the shortcut and select Properties.
6. Set the Target to: "C:\Steam\steamapps\common\Tom Clancy's Splinter Cell Blacklist \bin\Blacklist_Launcher d3d11.exe" -uplay_steam_mode
(Remember to include the quotation marks and change C to which ever drive the game is installed to.)
7. Apply changes and launch the game from the icon.
Please keep in mind that this may vary due to different installation paths or file names. If this is the case, please contact our Tech team directly so we may provide a further assistance. I would also request sending in your dxdiag and msinfo. You may submit a ticket via "my questions" here: https://support.ubi.com/
drag "Systemdetection.dll" to another folder or your desktop, keeping it for later in-case of patch, etc.
Load the game again, it should go through.
People are also saying that you may need the game installed on your main drive.
The last thing I've seen is of you see the cmd appear, Close out of Uplay completely and try rebooting it.

In this case, it is because a new Uplay version is active in the taskbar.
Exit this Uplay and restart Splinter Cell Blacklist in the Steam interface.
Now Uplay starts and asks for the access data for Uplay.
After that Splinter Cell Blacklist starts.
