Você precisa abrir o local do jogo, procurar o executável dx11 e criar um atalho pra ele na Área de Trabalho, pela Steam e Ubisoft Connect no abre.

Siga esses passos:

Botão direito no jogo na Steam, Propriedades, Arquivos Locais e encontrar e abrir a pasta "SYSTEM".

Procure pelos executáveis Blacklist_Game.exe ou Blacklist DX11 (DX11 costuma funcionar melhor)

Crie um atalho deste executável na sua Área de Trabalho ou qualquer outro lugar.

Clique com o botão direito no atalho que você acabou de criar

Ao final do Destino adicione essa linha:
-offline -offline_mode

Go to SteamLibrary\steamapps\common\Tom Clancy's Splinter Cell Blacklist\src\SYSTEM
Move or delete Systemdetection.dll.
