Drag the systemdetection.dll file to another folder or your desktop (keep it for later in case of patches or updates). Try launching the game again. Once I did that the game started right up. Hope this helps!

As for the OP, you shouldn't be thanking ubi. Their reps copy paste generic troubleshooting stuff in every post. The real value is the steam customer whom did the troubleshooting for u like Samurai above.
Ubi has alot to learn about games as a service. They secretly removed coop in blacklist, then later, the shadownet feature of the game, if you didn't create a save profile earlier you probably can't access your deluxe gear you paid for earlier now.
Had to manually copy my old save from my old rig since ubi secretly disabled cloud in this game this week.
The list goes on, they never learn what games as a service means.
Had to disable vsync to stop the constantly low frame rates on this new rig. There's random frame dips to deal with on this win11 install after that is solved. Anyone with tips for that pls do share.
