Not sure, I would say you can attempt to mod your files but then everyone would go on a rampage about hacking. So in theory, if it were possible "Modding" would be the best bet but again many people so you are not the first to ask that question, and a lot of people asked me, truth is I really don't know.
I suppose you're request warrents investigation. After all with no DLC or any tech support for the spiderbot app that was made specifically for blacklist , modders making a small tweek to enable/open up those particular items would not hurt.
If, and only if it were to be posted in forums it would not be a "cheat" just a user based DLC or mod dedicated to blacklist.
