CPU Affinity Issue 0_o

I played this game years ago and it worked perfectly on my last rig. The specs were Win 7, GTX970, i7 cpu. My new however, Ryzen 3950x, 3070 RTX, Windows 10, plays like crap. The only "semi fix" is constantly having to alt tab out of the game, and resetting the cpu affinity to use all cpu cores. It fixes stuttering and fps are butter smooth. However, it's extremely annoying to constantly repeat this process.

It appears each times the game loads into a new level and restarts, the cpu affinity gets automatically set to zero cpu's. I heard a patch was made by the developers to address this issue, but it appears it's not working.

Anyone else figure out a legit fix to the CPU issue?
