Why do you need that?
When I started PC gaming back in 1996 (I started console gaming in 1978), your game came on portable installation media, in a box, and inside was an actual book you could hold in your hands and read. Eventually the ditribution of games and manuals got to the point where the physical media was eliminated, but the executables and PDF files now serve the same purposes.
Users still need the manuals. If you can't understand that, then I am afraid any explanation I could offer would fail to illuminate the subject further.
I'll launch the game later and see if the XML file is accessible in-game (some developers have dropped even the PDF format, and present it as in-game viewable content, from a menu option).
As for the save directory, there isn't any "Uplay" directory in Documents. There IS a Ubosoft directory…for the non-Steam version of Blacklist. The Save location for the STEAM version, however, eludes me yet.
EDIT #1: …as for Save files on the cloud? There isn't any access to them but for that provided by actual gameplay; one cannot delete them and replace them from local backups.
EDIT #2: I have determined that the XML manual is not viewable in-game.
So sorry, maybe I should have just said that from the beginning.
Also, most game here on Steam will offer the manual in two ways to get there, 1 click properties of the game and you will see it's link on the general tab, or 2 go to the game page and it's link is posted on the right hand side.

I appreciate the friendly and constructive effort, though.
EDIT: If there's no Manual option listed in the library pane, there's no manual available on the General tab of Properties, either—at least, I've never seen an exception to that.
