Tool modifiers broken?
So I installed the battery life, mining strength, and mining speed l1 onto my drill at the mod station but the power drain and mining speed are unchanged from baseline.

In the demo there was a noticeable difference (at least in speed) when I installed the mods. Is this a bug or or am I doing something wrong?

All three test took 38 seconds and use 41% of the battery. Now if the T1 mods are say a five percent increase, then you may not see or experience a measurable difference.

Now I do know that the T2 and T3 mods make a difference in both Speed of completion and that is measurable.

I'd like to know if this is bugged as well. Was expecting a noticeable difference to some degree. Otherwise why bother with T1 at all?

I can attest to what @ram1520 note in that the T2 and T3 upgrades make a noticeable difference.

As to why you should even mess with T1? You basically need them as part of the upgrades to T2 and T3.

The tool modification still doesn't work for me. I can't apply the T1 modification to any tool. Is this a bug or something else?

There are two locations to work from on the tool mod station.
Slide to left and you will see it.

I can make the modifications myself. But when I add the modifications to the toolbox, nothing happens.

There really isn't anything to notice happening, other than the mods not being in your inventory any more. I made the same assumption with the Prologue that nothing happening and it was bugged. However, they ARE installed. It would be nice if there were some kind of feedback that the tool had been modified in some way. Maybe a set of dots for each type of mod where the dots represent the mod level, or even a numerical readout.
