Cargo containers. IIRC some on the same island/dome you find the parts of the hydroponics grower, and the research lab island, again in cargo containers. Don't recall if the last few are anywhere else.
Edit: 14 on the Research base island, spread between the two air domes, all in the shipping containers, 4 in the Vehicle Factory facility in the second tower. Can't quite remember where I found the first pack for the 4 not accounted for.
Dunno, feel like I have poured over everything and opened everything in 40 hours of gameplay, but just today I went back and found the T3 Oxygen fragment thanks to a comment above, so I apparently have overlooked some stuff. But the pre release seems to have problems with ground spawns at times. Will continue to look for the additional fertilizer packs you speak of. If you had enough to make 3-4 grow pots and I only had enough for 1, then I have missed something.
Scanner pinging is your friend here. Especially once you get some better range mods for it. Not only do you get highlight points? But if you listen you'll hear pings each time the scanner finds and marks a resource. It even attaches names, which is how I stumbled over an iridium asteroid behind the Old Hub Mine.
For unopened containers it will not show the contents, but the laser points to open one will show up, leading you to containers you might have missed. Like a loading dock down on the side of one of the bunker asteroids. Not the bunker near Theta-9, but the one towards the manufacturing dome.
The only weakness is where you have alot of items, like under an air dome which will also highlight the plants you can harvest to make fabric. The living areas of Theta-9 can get confusing to, trying to figure out what's in which room. And storage always pings, even if it is empty.
