Can I build a second base, or even multiple bases?
And if not, what are teleporters for? Where can I build them?

You can build as many as you can supply power for. Power is global, meaning you can have one area devoted to power and be able to build bases without the solar panels taking up building area.

Why not just grab your build gun, and you know, try and make another base? You will quickly find out....
Eventually you're going to have at least one base for every type of asteroid field, and probably at least one or two for Deposit Asteroid mining. A base under the Nickel Asteroid field - for example - is also conveniently close to a Quartz Deposit, so it does double duty.

A base for Silver, a base for Copper, a base for Gold (whether using CAMS near the giant wreck, or parked beside the Gold Deposit Asteroid), a base for Ice, a base for Coal, and - of course - a base in the toxic cloud for Iridium. Your first base (if you're like most Astrometica players) is perfectly situated for CAMs to harvest Iron.

I tried to build a second base near the warp gate at the research base(?).
It was always red until I went back to just before the large octagonal wreckage tube.
I could build there!
I had enough energy!

Sure there are going to be areas where you can not build. In the red cave there is one spot where you can place an Airlock. Almost run out of air finding it though. LOL
I can understand why you should not build near the warp gate. It is a exit point, so to speak. Would be unstable for anything not programed in near it.
I have 5 bases myself (so far) and I actually built a base (with a teleport) in the Theta-12 warp zone where there is lots of Nanite. Unfortunately, Teleporters do not work between warp areas..bummer. However, with a beacon on this base, I could easily navigate to it any time I wanted to from the original zone. I am hoping teleporters will be able to be upgraded to accomplish easy travel between warp areas. Probably a pipe dream....lol

Yup, you can build a bunch of bases/teleporters. I build (tiny) bases around all my miners so they're easy to visit and grab resources from. You can clip the miners into a hallway/room pretty cleanly (if you're careful) and you don't even have to leave the base.

This hopefully gets resolved...not just for teleporters, but things you build in other areas need to run while you're not there. Right now it's pretty useless to build anything there, unless you want to hang around and wait.

Base is a simply an airlock with a mining laser on top and a wall closet, miminal sufficient.

Bases in other sectors do need their own power supply as well as their own teleport network.
Teleporting between different Asteroid fields, different scenes would be technical more difficult and need the same loading time as a warp gate, so it is different from teleporting inside one scene.
I seriously doubt, that same teleporters will work inside and outside of an asteroid field.
And for me that is physically totally reasonable.

In Theta-12 there are not only masses of Nanite but also blue crystal.
