What is your system specs? CreatePrimSurface FAILED means that Direct X can not create the window with the specific settings the game wants to use.

You could try running Original War in a window[wiki.owsupport.com] and see if that works.

It sais D3D 7 and below apps are disabled. OW uses an Earlier version. DirectDraw to be specific. Does the following article help:

i did manage to get it work by makeing a shortcut and puting windows and customres 1920 1080
ie "C:\Program Files (x86)\Steam\steamapps\common\Original War\OwarFull.EXE" window customres 1920 1080
