Report a translation problem
With the latest patch (3.0.10.309) a system for updating Original War was added(OWUpdate.exe application and in-game notification system which can launch OWUpdate.exe). This was to allow users to access the latest version of the game without having to require Bohemia to do anything.
One issue with multiplayer has been that users of Steam/GoG are on a different version to people who follow the discord and install the latest patches. Users in the past have had to search for where to get the latest version so they can play with others.
Simply put Bohemia doesn't have the ability to update frequently enough to keep players on the latest version of Original War. 3.0.10.305 was ready in November 2021 but it took until March 31st for 3.0.10.309 to be released on steam.
Patches will still be sent to Bohemia to upload to steam but it will likely be at the same interval of 1-2 patches per year (Given it can take months for them to upload to steam its hard to keep steam more updated).
Note that if you want to stay on the current steam version and don't want the popup you can select "no" where it says "Show Popup Notification" before hitting the dismiss button.

As far as i am aware the issue is that certain missions sail doesn't have the correct ending commands for cutscenes or something which screws up the setting which limits the speed during cutscenes. Turning off the setting which limits cutscenes should "fix" the issue.
Does OwarOGL_SGUI.exe exist in the Original War Folder? If not something likely deleted it. You can try the verify integrity option in steam or you can try running the OWUpdate.exe in the Original War directory.
