Report a translation problem
I'm not sure if the event plays any different if Joan dies early on the campaign, as Lisa Lawson can appear as commander of Kappa base in her place, who in turn gets replaced by Connie Traverse if she dies.
In a fairly recent playthrough I found it very difficult to make sure Joan would turn up in the final mission tho, it's not as easy as it used to be to make sure Joan is still alive, even if you blow up the whole Russian Base & Joan saying " I can handle it form here...." it doesn't always work.
I'm guessing that: 1) you didn't successfully ambush Gorky in the desert, and he escaped (which is something I've never let happen) and 2) you didnt fulfill all the requirements of the penultimate mission, and Gorky murdered Joan, and then came to see you to gloat over it.
Edit: (I just relooked at my old post on this forum about this) & Im leaving this additional bit in unspoiler since it might be useful to others: to make sure you keep Joan alive for the next mission, you have to make sure John gets to the top right corner before You get the cutscene with Joan.
I killed Burlak in AM 13 mission.
AM 14 mission, I used map editor (I've completed this game over 100 times. I still play it to this day despite knowing every bloody word and finding myself repeating some of the phrases in real life situations) and deleted the depot in AM14 to place it in a better postion to place defenses in the bottom right part of the base. I can only assume that is what has caused this to happen as I've never had the depot (warehouse) be destroyed by the Russians and still go on to kill all the russian units and destroy the depot (which is what triggers the dialogue "Ok now i have to be on my way." "Ok John, I can take it from here.")
So, the depot was deleted in editor (game has seen this as depot destroyed which makes sense), but Joan didn't die at any point. I did edit her skills but I've done this multiple times before in multiple playthroughs and had not come across this.
Also I'm NOT refering to Burlak here, I'm refering to his brother, Sevi. I will post a screenshot soon and show you the dialogue between him and John as I have a save about 12 minutes on the timer.

Vsevolod turning up is usually what happens when you havn't done mission 14 properly and Joan is then considered dead.
Like you I have played this many times over the years, and as pointed out earlier that mission is now a lot trickier to get right than it used to be. I think it can almost certainly be considered to be a bit buggy now.
Even if you destroy the base and everyone in it, and get the cutscene lines with John and Joan; seemingly giving the impression that all is well: it may not be!
Yes, it used to be that all was well once you got to that point, but not any more. There seem to be several solutions, but I found that you have to make sure John is in a vehicle and in that top right hand corner mission exit point before you get that cutscene. It's a bit tricky to time it right.....But I have found if that cutscene gets triggered before you get there, the mission ends and even though it says *successful* actually it isn't.
Other people have solutions like Joan being in the exit point too.
I think in all honesty the scritping for that mission needs seriously reviewing, something with the ending parameters has changed from the original game.

And yes I too have often found myself repeating the words form that mission in RL
"Fight you chicken-livered sh**s, Fight!" often comes in handly at the local supermarket or something...you get the idea. :D

Yep this has always been a thing that happens if you don't save Joan.
That voice-over for Platinov is priceless and Franks one-liners always get me too :D
