Or use goblinettes to create many at same time with lower chances of evolution.
Feed all of them with milk.
Wait for shaman.
Repeat with shamans to get more shamans and eventually - hobgoblin.
First time i got shaman from spamming common goblins with goblinettes (they give birth to MANY goblins per attempt)
Put high elf female with goblin, and goblin with goblinette. Eventually someone will evolve.
If you wont feed them with milk, evolution chance seems lower. So feed them until you get at least one of each type.
On the positive side, it means you can build a single production line that outputs both kinds of goblins.
