GLW_StartOpenGL() - could not load OpenGL subsystem error

Getting this error message and cant open Qyake3 or team arena at all now. Windows 10 says my Intel driver is up to date. I did try and update config3 file to change resolution, is that the issue?

I know this an old thread, but I would suggest installing the graphic card drivers from your card manufacturer instead of using the windows default drivers (which don't have opengl support).
