Tropico 3 - Steam Special Edition

Issue with DX9 in Tropico 3
I get an error on launch now that says I need a DX9 compatible video card to play. I have a Radeon 7850. I have played it on this same system just a month ago roughly.

At first I thought it might be some overclocking related error so I put my settings back at stock. (Both my CPU and GPU) It didn't make a difference. I went into my redist folder in Tropico 3 and re-installed DX manually. Still not working.

Any suggestions?

EDIT: I should note i am using windows 7 and AMD driver 14.4

FIXED: The issue was a file called UserConfig2.lua . A week ago I changed monitors. Changing from 16:10 to 16:9 botched things. I went into users > "user names here" > AppData > Roaming > Tropico 3 and erased it. Then re-launched tropico from steam and voila!

It's worth mentioning that after that I did have to re-enter my serial number to proceed. Apparently this wipes your registration so hopefully there aren't a limited number of activations or installs.
