What does the "Plastic Bag" Icon on top of a building mean?
This icon usually shows up in some of my employment buildings. A black trash plastic bag crossed by a diagonal red stripe.

Can someone tell me what it means and how I can prevent or increase the happening of it?

It means that your buildings haven't been producing anything for a while. This could be caused by a number of reasons including:

Oh, forgot to mention that if you see the trash icon over a Mine, it usually means there's nothing left to mine and you might as well demolish it.
