It is my intention that people can put together their own manager order compendiums and distribute them as mods. DFHack already supports this feature for quickfort blueprints.
However, it is true that you can generate manager orders from quickfort blueprints. The orders will all be one-time orders and won't have any conditions associated with them, but blueprints are a valid way to encode orders like "give me 50 chairs and 50 tables and 120 statues"
