If you're soloing, you should definitely have -some- combat capability whether it be through weapons or magic. Decking in particular is a support skill that's very useful to have on occasion but frequently not applicable at all.
Like @Sentient_Toaster said, supplementing decking with rifle skill can be a good way to go. It sounds like you're pretty far into the game, though. To get past this particular mission, you might want to Rewind back to the most recent Seamstresses Union scene and hire some help. I like Alexander Falk for magic support, and a Street Samurai with shotgun and/or rifle for offense.
