It's a bit tough early on, but once you get the 2 drone setup running it's great.
If you are strapped for cash, you can skip the first couple of deck upgrades with little worry.

I wouldn't recommend pushing chi to higher than 'stride,' but you'll get a lot of millage out of those first few spells on an 'unarmed' character like that.
also do you know any thing about that newer shadow run game

Pretty solid advice. I haven't made a Decker or Rigger yet so I'm not able to offer much for the OP. Currently using an Elf Sorcerer that uses SMGs. In hindsight I probably should have maybe done Summoning instead of the SMGs or just went all in on the spellcasting. Was contemplating a Sorcerer/Decker blend... but that would have been a bit counter productive after looking into that type of build.
Back on topic though... Does race matter much with your recommended Decker/Rigger build or is race kinda a minute point with those classes? Just trying to ask questions because I'm new to these turn-based Shadowrun games. Played the old SNES and Sega roleplaying versions though.
I wouldn't bother with melee, because you are already limited by your AP and cannot close the distance. Also Intelligence does not give you any tankiness, so you are already a suboptimal melee character. For guns, you can invest in Quickness for Dodge, and put a few points into shotguns, maybe pistols. Shotguns are surprisingly good in close to medium range, and most of their important skills are unlocked early. Don't invest in more than one gun type, and honestly once you get 3 AP you can ditch the guns and go dual drones.
Human and elf are able to get max Int, if that matters to you. I believe Trolls cap out before they can use the last Cyberdeck, but you don't really need that. It does matter for Rigging though. Being able to use the best drone and getting maxed Drone Combat is what makes the whole build viable. You could probably make an orc or dwarf rigger and boost their stats with armor, but I think troll would be kind of suboptimal.
