it only checks in some menu what is available on the net (mods for install etc.)
I can start any other 'nonOnline only' Steam game and don't get a request to access the net. Shadowrun Returns starts as 1024x768? window which remains black/stalled if not given net access. I really don't see the need to verify files if the game is working. An easy way to see what I mean is if you have a fire wall program like zone alarm. Just set it to no access and it won't work, well at least mine won't.

and to be able to play anything offline you have to actually disable any setting that requires an online-connection in the settings.
The problem is, this is hidden from the potiental customer. Afaik international consumer protection laws requre developers to list if their game requires a constant connection to the net.
There is no reason, this game forces you to connect online each time you start a game. It's not even a multiplayer game. Wth are the developers doing? It's misleading at the very least.
Just installed HK and requires connecting or it won't work either.
My game will not start without giving access to internet. Are you saying I need to go Offline with Steam and disable my internet, EACH time I play this game...and that should be cool?
not at all, i'm saying internet is not your problem and you are looking at the wrong thing.
If you have internet then there should be no problem, if you don't there should be no problem, if there should be no problem in either situation then the problem is somewhere else.

You are just speaking in gerneralizations, which are clearly wrong. There's no way I have some different version from you, I've downloaded both from Steam in the last week. Not only did Shadowrun Returns behave this way so is HK, which I just finished Vox Populi.
Clearly you aren't listening, as the game does not require such a thing, so the game is not the problem. The problem is something else.
you are Accusing the game of needing an internet connection to work. You do not need an internet connection to play it, Pretty much every other person whom replied to this thread confirmed such.
