Launching game changes my desktop background!
WHY DOES IT DO THIS? HOW? It also always changes to the same image.
No I do not have automatic background changing turned on in my PC settings, it specifically always changes when I launch THIS game, wtf? Why is the game even tied to my PC's system that way?

What OS? This the 1st time I ever heard of such a thing and I've been running pCARS builds since early 2012 on both Win7 and Win8.

What OS? This the 1st time I ever heard of such a thing and I've been running pCARS builds since early 2012 on both Win7 and Win8.
I use Windows 8.1

I use Windows 7 and got the same problem. I need to start PCars 3-4 times until it starts maximized. When it starts minimized in the task bar, there is no chance to open the game Window. So all I can do is to go to the task manager and shut down the game. Sometimes Steam says that PCars is still running, so I have to shut down entire Steam. Thanks to Steam not shutting down when a game is currently running, I have to force shut down Steam using the Task Manager as well. And then I can re-try and hope for the game to open again. :)

i had the same issue on Windows 10

Try go on "Personalize" and change the wallpaper, then go on the "Themes" and save the Theme. should work... worked for me...
