The AI doesn't rubber-band, if you make a mistake you've lost positions and that's that. The career mode is based around your overall performance rather than just rewarding individual results, so it's actually balanced for you not to win every race. So long as you do sufficiently well to impress other teams, you can keep progressing. The AI also will make mistakes - they'll run wide after ambitious moves, they'll crack under pressure - they're generally pretty good and have a lot of variation in their lines based upon the positions of other cars and whether they're attacking or defending.

There isn't an official list of cars and tracks yet, but I believe it's currently just over 70 for both cars and track layouts - roughly 30 track venues and 1400 car liveries if you want to count it that way. There will be a bit of extra content added to that before release too.
