Sorry if you've already tried this, but it's what I need to do with my csw for the game to recognise it.
Have you tried plugging the wheel in a different USB port?
Does the wheel work in other driving games?
When you're doing the manual mapping do you rotate the wheel all the way around? I'm not at my pc now so can't be certain, but I'm pretty sure I need to turn the wheel virtually all the way to the left / right for it to be detected.
If it's working in the control panel, there should be no reason the game can't see the axis, I can think of anyway.

What helped me was opening control panel and a little box comes up first with a choice of advanced or properties. Select advanced and make sure the wheel is set as your preferred device.
things has got better for me too since then but it was solved another way.
Since i can't be sure of what finally was causing this issue, here is what i did:
- disabled Antivirus
- disabled Nahimic 2+ (which was messing with other apps at times; mainly EU4)
- switched to another input in Pcars control config
- switched back to Thrusmaster T300 RS in same control panel
- ran the steering calibration in game and that worked, finally !
