If you purged and formatted, sounds like a hardware issue, or incompatability. A usb port could be failing on your motherboard, or it just needs an update.
Win7 does not get the support and updates as fast as it used to also, since it is 5 years old. Even with over 50% of the pc world population still using it.

Most of those games are well funded, (btw not everyone understands your personal choice of acronyms.) and probably have tested on a wider variety of cards.
The GTX 560 is a low end card released 4 years ago that may not have been included yet with project race.
Your gpu is where i would start to look.
But he has the exact same errors as me, and I have a top of the range GTX970 G1 gaming edition.
i have the same problem, its happened many times, its a bug in the game, either that or its conflicting with anothe rprogram that many have
ive had full prac/qual/race sessions and then back to lobby and once i start the next match every person loses steering and pedals, and the wheel seems to go off to one side, its a problem with the game
sometimes me or my mates join a server and they have no pedals
andt a person i work with just purchased yesterday it for his xbox1 and hes only played 1 hour total and mentioned that hes already had an issue with losing his controls
so id say just wait for a few patches n hopefully theyll fix it!

Try this method and see if anything changes -
Back up any logitrch profiles you have.
Delete all profiles (you backed them up right?)
Uninstall logitech profiler.
Reboot
Install logitech profiler (the newest one for you OS from logitech)
In profiler, set feedback to 100%
everything else set to 0%
untick everything.
leave profiler open, and always start it up before starting the game.
Connect wheel
Start profiler (should be running already)
Start game and go do some practice laps.
Report back with findings to help others :)
The game doesn't need a profile , so don't make one.
actually what he means is that you cant press esc to access the menu and exit .. i have the same problem, ctrl alt del is the only way to get rid of the game
Haven't had that happen to me, but logitechs profiler was causing a bit of grief. I'm wondering if logitechs keyboard\mouse drivers may be the culprit now? They might be conflicting with the wheel software?
Logitech profiler hasn't been updated in 4+ years :(
