Report a translation problem
The game does in fact show the DX version in the build number.
By default (or with the -dx11 command) the game already launches in DirectX 11 mode.
When using the -dx9 command the game runs in DirectX 9 mode.
How do I know? I use MSI Afterburner and the overlay tells me what render mode the game is currently running in (DX9, DX11, OpenGL etc.). You can find the tool here (http://www.guru3d.com/files_details/msi_afterburner_beta_download.html)

Make sure you installed the Riva Tuner Statistics Server too (included in the installer).
Open Afterburner, click on settings. There is a tab called 'On-Screen Display'.
The first entry there is called 'Toggle On-Screen Display'. Click on the field that says 'None' and press any key you want to use to enable/disable the overlay (I use F7). OK out.
The next time you start up the game, you should see the Afterburner/RTSS overlay in the top left (if not press the 'Toggle On-Screen Display' button).
Now IIRC by default the bottom line should look like this:
D3D9 : 60.0 FPS
Does it say D3D9? Game running in DirectX 9 mode.
Does it say D3D11? Game running DirectX 11 mode.
Are you sure you're running pCARS.exe from Steam and not a desktop shortcut with other command line parameters?
