Can't refuel
I'm doing Formula C and during qualifying I have to refuel at some point because we start with very little fuel. But when I go into the pits and adjust the fuel I need nothing happens. The car just sits there and they send me off with no fuel left. WTF?

Do the rules for that race allow you to fuel up during a pit stop? Sometimes only tire change are allowed.

I'm not sure but it doesnt make sense because the only way to continue the qualifying session is to return to the pits and start over with cold tyres.

You can always choose "Return to Pit" (or something like that) from the menu. Then you can start again with de desired fuel. It's not really sim like to be beamed to the pit. And I personally hate it that this option exist but even the AI does it. They park the car in the grass next to the track and... WHOAAP ...there in the pit.

But see that's what I don't understand. If I'm not allowed to refuel why am I allowed to return to the pit box with new tyres and the fuel I started the session with? Why am I allowed to adjust how much I can refuel if I can't refuel?!?!?

I try not to think about that too much. If I do I know I start to hate it. It's very unrealistic. But I think they programmed it this way to give people some room to experiment with setups, etc. Else it would be too restrictive for most. Personally I do a lot of setup and training in free practice mode. I my mind I treat the free practice mode as a simulator (like real life racing drivers do too) and then use the practice, qualifying and race sessions as sort of real life.

The no refuel rules are for the race not for practice or qualy sessions.
Same in F1. Of course you can refuel in the pits, not in the pitlane though.
If you want it realistic you can of course drive into the pits and only then press ESC and retire to pits. All that's missing is the animation of them putting your car in the pits then.
Tyre warmers are also not allowed in many race series so even if you went into the pits to get fuel and drove out with the same tyres they might be cold again anyway in reality.

I understand but what I'm trying to say is that there is a possible glitch in the game that is not allowing me to refuel during qualifying/practice sessions.

When the qualifying session starts I begin with about 15% of the max amount of fuel the car can carry. That will last me 3-4 laps. Also take into account that the lap times of the first lap after leaving the pits isn't counted.

So I run out of fuel and DRIVE into the pits to refuel but NOTHING HAPPENS. Even after fumbling with the fuel slider in the pit strategy menu.

If I hit "Return to pits" everything is reset but now I waste another lap warming up tyres with only 15% fuel and also that lap time isn't counted wasting more time in the session.

Basically this glitch is causing me to WASTE TIME.

Did you schedule a pitstop? Because if you didn't you will go down pit lane, stop, and leave without doing anything.

And you "Do Not" need to select return to pit everytime. Just schedule a pitstop, look for the button to do so in controls configuration. If your pit crew doesn't know your coming, then they can't be waiting for in the pits can they?

OK. If you have fuel issues in Qualification go to car setup and set the amount of fuel you want to start with. You can set the amount of fuel you start for both sessions, race and qual (practice uses the settings for race)
