Sounds like you found a glitch in the store, you should get the entire game plus DLC's.

Seems really weird.
....yup, that's the one I get too. I can highly reccommend Assetto Corsa if you want a good sim to try the wheel out.
According to them, the GOTY edition has never come with the base game.

Can anybody else verify that they got the GOTY edition without owning the base directly from Steam? I would just go out and buy a copy elsewhere, but I would like to use up my Steam wallet.
Just doesn't seem right to me.
I bought it from a certain 3rd party site you might have heard of and yes I did get the game and all the dlc.
On PS4 GOTY is base game + all DLCs:
https://store.playstation.com/#!/en-gb/games/project-cars-game-of-the-year-edition/cid=EP0700-CUSA04932_00-PROJECTCARSGOTY0
On PS4 there's an On Demand Pack that includes all DLCs but no base game (similar to Steam's GOTY):
https://store.playstation.com/#!/en-gb/games/addons/project-cars-on-demand-pack/cid=EP0700-CUSA00940_00-PCARSALLDLC00000
Ideally Steam should have GOTY & On Demand bundles with the same content as the console counterparts, in that way there's no confusion about the name & contents of each bundle.
I did not own the base game, and on August 12 I paid Steam $57 for the Game Of The Year package, (base game with all DLC's) ...... so far I have clocked-up 12 hours of driving in VR with my Vive.
Also, during the steam summer sale, the GOTY seemed to come with the base game if I recall correctly. Unfortunately I do not have a screenshot to back it up.
The steam support most likely got it wrong in the sense that it was not explained the difference between the GOTY versions (if there were indeed changes such as removing the base game).
Now it is 40% off.... you save $21.60..... only have to pay $32.28...... but the base game has been removed! THIS IS SO DUMB!
Game of the year dlc packages....
Buy Project Cars Game of the Year Edition BUNDLE $32.28 USD
Total = $74.23 USD.
So glad I got it earlier for less.
