I do not think GOTY includes future DLC not yet released. As for a discount for buying all DLC vs. buying the GOTY Edition, you would have to do the math on that one.
Should you buy? Depends on whether you want to drive a handfull of cars/tracks, or all of them.
Many of the monthly online challenges use the DLC which need to be installed in order to complete the challenge. However, if you join an online lobby where the host is using a DLC track, you have access to the DLC content during the race.
The "Mojave Test Track" is one of the hardest circuts to master cars on, so it's a great judge of how well you can handle each car. If you are able to win races on that track with an AI difficulty scale at 70+%, chances are you will be able to win every race in the career with that car on other tracks. Not to mention it is fun to challenge yourself with an unrealistic scenario like LMP1 on Mojave's test circut. It can become a pretty fun change of pace, especially if you love manual transmissions. About 3 laps in and you will be sweating bullets from the stress level. I digress, but I like these kinds of things in a racing game.
for information no more DLC is planned for Pcars, patching support will continue just not as often.
