The link posted by @Brivid0boy, is official.
There is no point selling the dlc if the licenses for all the Cars and tracks in both project CARS titles has expired.

Yes buy them all on steam while you can, notice I read on race sim central that you can still obtain keys from third party CD key sites that you will still be able to activate project cars 1 & 2 key on steam after the delisting takes place.
