With a PS4 controller you can play fine with the R2/L2 as throttle/brake and analog sstick as steering, or you can also play it fine (less smooth but fine) with X as throttle, square as brake and pad arrows as steering.
It will also be possible to use the PS4 controller gyro as steering but, well . . . may feel weird for a good time until you get used as it will be a steering wheel without full lock and without being locked into place (much like a wii remote steering wheel).
Anyway, if you can save more and buy a basic FFB wheel, like a G29 or a similar Thrustmaster, it will not be a world of difference (like it will be from keyboard to controller), it will be a whole new dimension, almost like a blind person that finally can see for the first time.
* I played on max difficulty (100%) with Real assists.
I don't know how about "uncontrollable cars" which -HyPe_x7 has mentioned. I didn't experienced any issues like that (maybe yet).
I only saw it at AMS2.
