if your gpu is overclocked,put the clocks to default.If not check the cache of the game.After that idk
Already verified Game cache but made sure GPU was fine and rest to default. will have an update in a minute.

The second and first one paste into Windows Explorer, not Internet Explorer.
It will open the locations for you.
Restart ghane, do you also have a logitech wheel, if so launch the profilfer before launching pcars otherwise it will do what you are describing.
Just need to look for another solution.
