Don't know, you can buy it from FX Interactive Store tho, a spanish company who distributed the game and also developed. You can either buy Imperium III as a standalone, the Trilogy or the Anthology (includes Imperium Civitas).

DISCLAIMER: The games sold on the website are in spanish, there might be files out there from where you can download your preferred language. If there is none and you don't wanna play it in spanish, you might aswell try other third-party sites or see if there are any cracked versions.
