This is going to be a thing going forward, they want you to have the Expansion, they will not cater to you if you didnt buy it, You will just simply miss out.

I can't find anywhere that says Witchcraft is connected to Runes at all.
I'd assume it works just like Season 2's Vampire Powers.
You'll be fine in Seasonal.
So yea, you might be fine then without the Expansion, seems like you might be able to do the exclusive questlines and the bulk of the new seasons content without it.
In terms of content your locked out of Undercity and the Dark Citadel, the latter of which I assume is what you meant by forced co-op content.
So, yes you can play the season. At current, rune words and merc's technically make up a part of most end game builds to give you a little extra boost, but they aren't neccessary.
Unlike the Altars of Lilith, the Tenets of Akarat do not give anything other than XP and renown to the zones faction. No free stats or skill points from them.
Of the things you lose, only the skill points really hurt as points in skills can make a big difference. Most builds hit peak efficiency at around 200-230 Paragon so the extra 4 points don't mean a whole lot.
Also, while currently there isn't, I would not assume this will remain all that your locked out of. I expect at somepoint there will be an uber boss or two placed in the new zone, though that might be a way off since they have yet to add one to Scosglen.
