Meaning you can grab Tree points from both locations during a day. That's a feature akin to pay2win
It basically just expands those base game systems into the expansion area, so that people in the expansion area can do those as well, without anything locked for those without the expansion. So any new boss, or change to the whisper system, should affect basegame and expansion, so no one is left out.
Having a Nahatnu-specific world/uber boss (with special loottable even, like that mythic you propose), or Nahatnu-specific whisper rewards, would just not go well with the community.
My point was, there is a difference between adding new mechanics/content to the expansion, like Undercity, Mercs or Runes, compared to adding stuff to base mechanics, that become then locked behind the expansion.
And I am not here to argue (again..) if an Expansion/Addon is "p2w" (VoH is not), but that there is a thin red line for the devs to consider stuff when it comes to community reaction and possible backlash.
Also don't worry about pay to win because we can only do 1 thing at a time.
Example : New Akarat whisper. We can now either do the tree whisper twice, or do akarat once and tree once, or Akarat twice.
