Work your way up to the top of the board, there you will be add additional board(s) that support a specific playstyle and associated bonuses. Bear in mind you can have up to 5 Boards at maximum (including the default one) and 4 of your choosing.
Paragon 300 is the maximum level, so you will have plenty of excess paragon points to fill your boards later on. You can seamlessly undo and add points if you feel like you made a mistake or something. The general idea is to unlock glyph slots and legendary nodes asap.

Later I turn to the pros, when my air speed slows down. I let them figure out the optimal path. Currently 237, 5 boards. There's only so much to take. Still fleshing them out. Pushing the glyphs.
Yet to reconfigure a thing. I'm not bleeding edge. Leveling is slowing but moving. I bounce from witch to hell to horde to pit to dung.
Not likely the most efficient route. I struggle with bumping torments. Blow up elites and bosses in seconds or fight for minutes? I hate 5 minute boss fights where's there room for me to tire and make a mistake.
My build has a gimmick too. "Snapshot" where you can make certain buffs semi permanent. I've yet to try, but good ole Blizz never seems to have removed back when barb were snapshotting near release. Sooner or later I while.
Level 130 paragon at the moment and going strong.
In short: No, don't just activate every node that is blue (magic) or yellow (rare) and all the nodes inbetween.
The long one: you'll need to learn exactly the mechanisms of what you want your character should play like. As for an Necro, there are multiple ways to play - in this season, the bloodwave is one of the most powerfully build ever (maybe on par with last seasons spiritborn quill volley). this bloodwave build, for example, has an alltogether different way to use the skillpoints, paragon points, gear/weapon values and even this seasons 'witch poweres' than a necro build for... lets say, minions.
so my advice would be to just follow one of those builds done by the countless D4 addicts out there ^^) in time time, you'll learn all of those stats, skills & stuff to experiment with on your own. keep in mind that you can easily enough reskill you character at any point and also, since this season use the new 'armory' to save and switch between different builds with one character (really a big improvement than in the past - though still not like i would like it to be).
My own approach (like others mentioned):
#1 - You want the glyph slots. While you don't *need* to get every glyph slot on every possible board/page, you definitely want to try to get at least 4 of them. Get at least four... after that, it may be harder to get the surrounding nodes you need for the 5th and beyond, but I tend to at least get the first four going.
#2 - Rare and magic nodes can be situational. Just because they are rare or magic doesn't mean they fit your build, so extending a line out to reach them and take them depends on if they fit your build. Same with the boards themselves... preview boards to see if the rare/magic nodes matter, because if not, then the legendary node might not be enough to justify using that board.
#3 - Legendary nodes are important, but again, they are situational. Flip through the boards to see what all of the legendary nodes are for a char before deciding.
#4 - Lastly, consider looking up common build/loadout guides for paragon points. There are even some in-game, now, from the welcome-back booster. Don't feel like you have to do it from scratch if you are still learning it all.
