I play with Ultra and 1080p+dlss quality on a 27" monitor, I use ultra as I can see the difference, so my screenshots would be better in terms of that at least, sadly can't max out raytracing.
If you're not gonna list your specs, I'm gonna only assume.
You don't have enough vram or ram. (in terms of just ram, you have to account what the game needs also around 8+GB for windows, game requirements isn't for what windows needs, because most devs prolly have some insane page file sizes so they don't account for that).
If you have also high resolution dlc installed 55GB, that would unlock ultra textures, if that's hidden too, then your gpu personally is listed by the game devs as not being good enough in terms of vram.
People don't know how to choose their graphics settings, nor do they know how to get proper monitors with proper native resolution that their gpu can actually handle.
Or don't bother using lower scaling in games if they use higher resolution monitors.
Thus they always complain about games crashing, games stuttering, because they're constantly hitting vram limits.
And ignoring the fact that resolution is the most demanding setting, then shadow quality which is shadow resolution (performance and vram heavy), and you also have raytracing which is on par with resolution.
Texture quality is just texture resolution, it's not performance heavy, but if it's too high it can lead to stutters when moving around, looking around etc.
Seems most people never learned from Watch Dogs.
I have never seen any game doing this before.
Remove it from your blizzard account.

I don't see a reason to prevent Blizzard from setting graphics myself. I am not a child anymore and want to try myself. I play every other game on High at least.
If you're not a child, then go and do that, if you're a child you won't be able to do that.

Or go read the first post again and live with what you have.
There are plenty of games that do the same thing, you will never know about it if you don't do some research what are the actual graphics settings, there is no game that tells you that you have some graphics settings hidden if your hardware isn't good enough.
There are more games that hide settings than games that just grey the setting out.

Edit "TextureQuality "3" " and save it.
Number 3 is ultra, go lower if you can't handle it, test it out.
I have 64gb ram, 8vram... they really couldnt tell the engine to allocate 4gb on ram instead? If slower make it slow load (loading lower textures first) and done... this way theyre making a disservice to themselves like in the freeweekend, gave me a worse impression overall, i tried cranking it as i could but at 4k the 'high' textures are ugly on zoom, appearence etc and most dungeons looked muddy/plastic
This. I have literally no idea why anybody would do this and haven't seen this in 15 years of gaming experience. I think they programmed it badly, honestly.
