Nope, Battlenet and Steam each need their own license.

To play the game on Battlenet launcher, you need to own the game on Bnet launcher.
To play the game on Steam, you need to own the game on Steam.
To play the game on Microsoft GamePass, you need to subscribe to Microsoft GamePass.
To play the game on Playstation, you need to own the game on Playstation.

Different plattforms require individual licences.

But all licences have to be linked to a Bnet account, and share progress when linked to the same.

Almost seems worth 40 more bucks just so i can get away from the atrocious Battlenet download/update speeds. i have been stuck around 40kb/s and 1% progress for thirty minutes. Battlenet has given me issues like this for years.

Experiences obviously differ, I never had a problem with the Bnet launcher, really, speeds are usually fully utilized.

In fact, I went back to Bnet for Diablo VoH after rebuying the base game on Steam during a discount, for benefits like Steam Wallet and community features. Only the patching on Steam does take ages and can be problematic, where the same patch on Bnet goes flawlessly in short time.

Reason for that is the distribution system of Steam, whenever D4 gets updated, nearly the complete install is processed, leading a 2gb patch to rewrite 50gb on your disk.
Whereas on Bnet, that 2gb patch would process only about 2gb of data installed.

Well that's depressing. No matter where i look, the closest thing to an answer i have found is someone saying to put 99999 in the download speed limiter. that did not work. i just stoped the update and went to a speed test website, i had around 400mbps on download and upload. if my internet is fine and blizzard settings are fine, why is it possible for there to be a problem?

Same reason Steams download speeds blow during major sales, not enough bandwidth for the amount of people using it, other reasons could be simply that a provider along the route your data is travelling could be down or slowed down and your traffic is rerouted and going through slower points. I use to be able to trace the route to the end location but haven't had to do that in a decade plus to see where the slow downs are occurring so I've long since forgotten how I used to do that. You can probablyn google it if interested.

Suggest: Simply try later or tomorrow or even next week depending on how badly the route is loaded up that your ISP is routing through.
