you fundamentally misunderstand how the thing works. 30% of 0$ is 0$. Retail keys/platform keys working across platforms have been a thing since forever. For example I redeemed my STALKER Clearsky code from steam to GOG. Or how every retailer like Humblebundle, GMG, Fanatical works.
Humble Bundle, Fanatical, and GMG are digital storefronts that sell Steam Keys specifically, so yes, of course, they would work.
Additionally, you are discussing a Steam key working on another platform (GoG), which is an exception, not the rule. Besides, this is the opposite situation of Steam being the origin of the license purchase. I may be wrong (and if so, please correct me), but I don't think it's common for keys from other platforms (if you even get one) to work on Steam as well.
But honestly, what I did was not account for/forget altogether that there is even an option for developers to generate Steam keys to redistribute outside of Steam which put me on the "30% revenue cut maybe an issue" path and since i changed my stance on that as i said previously.
Blizzard should do at least a little to improve their reputation among people and invite more positive reviews by being 'generous'... But they won't, people will rebuy the game just for pointless achievements and convenience, and they care more about a quick buck instead of the long-term effects on public opinion.
That generator is not meant to be used to generate millions of keys.
And I could not really find any good info on what is 'allowed' and what's not.

Personally playing an ARPG on a smaller screen is not for me. So this definitely eliminates me wanting to install D4 on the steam deck anytime in the near future.
well all these games like elder scrolls on steam does not actully install game files via steam it installs app launcher you then tie then ether link game to your account or create a new battlenet account and log in to play game.
ether way no matter what store you buy game on you play it via battle.net work and need a battlenet login.
you dont need buy game on steam to play game via steam.
you can add none steam games to your library for example.
I have quit few none steam games add to my library that i bought off of GOG for example I add there EXE file to library which then allows me to use interface and steam controllers in those games.
I also use the game link with none steam games that way.
example I add none steam game to my library on my computer then i go to a diff pc that has steam installed and play that none steam game just like it was a steam game on that other PC via link stream
I think it is suppose to update your account even if you dont own it
for example I belive if you have a battle net account login already and you buy steam you link that to your battle net login account it then gets registered and updates your account
so if you had base game of diablo cheapest package and then on steam buy the higher priced tier and linked it to your battlenet account like you have to do anyways to play diablo 4 it would a reigstered or lock those new items into your login account,

I believe it does not matter what store you buy the game on you half to have a blizzard net account. ?
I guess question is is steam consider a platform like linux or pc or apple or playstation
or is the steam version just IBM PC version, which is same version thats on blizzard net that is sold to pc users.
I would doubt they make a whole new platform version that uses same PC systems for each store front ?
that artical about how it works even says you have to use the Battle.net launcher app to play game for steam version even on steam deck.
which leads me to think that all steam installs is the Battle.net launcher app and that all purchases blizzard related are tied and registered to your Battle.net launcher app login name.
but maybe i am wrong, I know this is how it works for EA games like Sims which I own and also for all my UBI Soft games I own on steam and for elderscrolls online I bought them on steam and sense all steam does is install the proper devloper app for login and authorization, for those game I no longer need launch or install them any longer via steam.
but maybe blizzard doing something different I don't know, it be against trend if they where thought.
easy way to tell is for someone owns the steam verison to install the battle net app off of web page login to there account and then hit the play daiblo 4 button with steam closed see if game starts.
