If you bought it on Steam, you can only play it on Steam. You want to play on Battlenet, you will need to buy it again on Battlenet. The only thing that transfers between platforms is cosmetics and in game currency. Diablo 4 base game/DLC will not traverse both platforms.
Yes. Just the cosmetics, mounts and coins for the store are only available. The actual expansion (new zone/story/class) won't be available on Steam if you didn't buy it on Steam. Blizzard has been pretty upfront about this already.
Just checked my character on battle net, and it's all there.
But yeah the expansion gameplay features prolly are locked behind the platform dlc itself.
Even though not a single shop page has mentioned anything about the platform purchase part, and they prolly won't and never will and never have to.
And there isn't a proper faq page for the expansion.
And you saying blizzard has said it multiple times, I would only believe it if you had some actual sources, as googling around doesn't give me anything.
But I'm gonna assume they're doing the expansion like the base game, but I'm not gonna take it as a fact as I have no proof of it being either way.
Anyway if people want to multiplatform it, guess they just have to get the standard edition expansion on their non main platform.
From the FAQ on the official D4 website regarding Vessel of Hatred:
"You will need to purchase Vessel of Hatred once per platform you want to play on. For example, to play on both Xbox and Battle.net you would need to get Vessel of Hatred on each of those platforms separately."
Without stating the obvious, Steam & Battlenet are two different platforms.

The actual answer to that would be.
"Yes and no, in that order" or "If you buy the standard expansion you can upgrade to deluxe or ultimate, and if you buy deluxe you can upgrade to ultimate, and you don't get duplicate rewards for cosmetics or currency or battle bass tokens."
Like lel way to hide the more useful info, who the hell would buy it multiple times for the sake more rewards, it's cheaper to get the platinum only, also like it says, you don't get multiple rewards.
Also it's kinda bad that they don't give more rewards, in terms of platinum and etc. If someone for some reason decides to buy more for different platforms, you already own said content on another platform, it's the same save file, you've already played it, but you don't get the currency if you for some reason get the deluxe/ultimate on another platform again.
Imo it should give battle pass tokens and currency if someone for some reason makes the mistake of buying duplicate deluxe/ultimate editions, if it does, then that faq is halfassed, well duh we don't get duplicate cosmetics, ironically we have duplicate cosmetics for some characters like sorcerer.
Anyway the end gist of it is.
The same thing as with base game, cosmetics are shared, gameplay content is not, it's only per platform, so basically locking your character save files on another platform.
Get the standard edition of expansion on other platforms if you don't care about cosmetics or you already got deluxe or ultimate on your main platform.
Or if you care about cosmetics and didn't get the deluxe or ultimate on main platform, you can then use upgrade or get the deluxe or ultimate on the other platform.
Oh plenty of people have too much money for games and not enough for rent man, I know more than one who bought it on bnet then bought it on steam for god knows what reason but still forked over twice.
For myself, Base Ultimate on bnet, Base Standard on steam and Ultimate Expansion on steam.
For my friend, Base Standard + Ultimate Expansion on steam.
For my bro, Base Standard + Standard Expansion on steam.
