The COSMETICS are account-wide, if you find a horse skin Reins item from a boss and click it that will be in your Wardrobe/Stable vendor forever.
On the other hand anything gameplay related is always reset on Seasonal Realm when the new season starts.
Exceptions are: RENOWN and ALTARS OF LILITH and FOG OF WAR, these are permanent gameplay unlocks.
On the Seasonal Realm, you have to unlock all the Aspects in that Season, just like you have to start with a fresh character. You don't have to do the Campaign over if you don't want to and you retain the first couple of Map/Faction related unlocks as well as Waypoint unlocks for major Waypoint hubs. Strongholds are reset as well as some smaller Waypoint hubs. All special drop vanity/skins items are retained as well as all purchases.
I don't play Eternal, so I can't say what happens there, but I assume it's "everything, always" unless you can reset it. (I think there's a full reset option for all in-game trackables in the Blizz account settings, but don't know for sure.)
i saw that not all of them unlocked (from necro and barb last season to sorc on this one). Some did, some didn't, but I presumed were not usable by the sorc. Maybe they are not neutral?
Also most of them may unlock very easily just playing the game. For me it was not a problem with neutrals, only with specific ones, like starlight, as I remember.
