Help, can't whisper

I can't whisper to non-friends, i turned the private message to everyone on battlenet and it still dont work, friend who have diablo on battlenet can normal whisper to anybody

people are whispering me when im not on their friendlist but i cant reply or start the conversation

Is it a new account? Pretty sure as part of trying to stop gold farmers from advertising there are limits on chat for a certain amount of time.

Yes the acc is pretty new but i didn't send a single whisper beacuse when i tried it first time i got the issue "failed to deliver whisper to player" (i can type on chat etc but not whispers)

Possible the player could have account settings to block whispers from people outside their friends list.

Some players who playing from steam can whisper to players who isnt on Friend list... i cant... ;/

This issue only exist on steam purchased games, when i play on my ps5 i can whisper to everybody. It's a shame to see steam doesn't give a damn.
