Go check your account purchases or the link above, and check if you actually bought it lel.
Chance is maybe your payment failed for whatever reason aka that's why you didn't get it.
Also the store pages sometimes don't properly update itself instantly, so go check your library and check the dlc list for the game specifically.
Other than that, like Amalgamut said, there is nothing to download (yet), and no extra entry in your library, the DLC will just show up in the DLC section of Diablo 4.
Not clicking your link but, yeah, I bought it.
Right now the only in-game indicator of DLC purchase is the inability to purchase expansion within the game's UI (disabled "purchase" buttons on the versions you've bought)
(unless you switch platform to BNet - you can buy expansion there even if you have it on Steam)
